A spate of inexplicable errors by the scientists working on Moonbase 3 is costing the station money which it can ill afford. Deputy Director Leburn strongly believes the the Director, David Caulder, must operate a far more stringent code of practice on the station - an opinion which Caulder does not share. Nonetheless, a directive from Brussels dictating that all projects for the next three years must come in under budget, confirms that Caulder must act - and fast. Could it be that something more sinister lies behind the mistakes than mere carelessness?.
OUTSIDERS
Moonbase 3 is under pressure from Brussels to produce tangible scientific results which will justify its existance. With the imminent visit of an inspector, Franz Hauser, the pressure is more intense than ever. But as Dr. Helen Smith, Moonbase 3's psychiatrist, knows only too well by virtue of her deepening relationship with Dr. Peter Conway, intellectual brillance is not always the most important attribute for a scientist working on Moonbase 3. The restrictive and often claustrophobic atmosphere of life on a lunar station is in itself demanding and it is not always the most able or talented scientists who cope best.
